Have you removed your drive for one of the many drive replacement options? You absolutely need this PCB. The drive in the Dreamcast put a constant load on the 12v rail and the power supply was built with that in mind. Most of the ODE solutions only need the 3.3v rail. Not having that pull can cause extra heat to generate on the power supply and system which already has somewhat poor airflow.
Some repairers will remove the 12v regular and rail completely but this could have an effect on devices that rely on it through the Video Out port such as RGB cables. The right way to handle it is to install this tiny PCB on the GDRom interface to properly pull the 12vs that are expected. The three resistors on this PCB will do that pull and split the heat transfer between them.
